Cities already know that ability to pay varies. Transit departments offer reduced fares for students, seniors, and low-income riders as a matter of policy. Yet those same considerations rarely extend to fines and fees within the same department. SERVUS helps cities apply what they already know to ensure consistent treatment and sustainable collections across any revenue stream.

OUR RESEARCH
Our methodology is grounded in more than ten years of research into municipal payment behavior across water utilities, parking citations, and traffic violations. We conduct ongoing academic research in partnership with the University of Chicago, and our work has been recognized by the Government Finance Officers Association and the Robert Wood Johnson Foundation.
